Mid-Rise Buildings – Rear Transition issues

We are providing our comments on the draft proposal that has been the subject of recent public consultations. We are concerned about the proposals that appear to be one-sided and do not reflect an evidence based and careful assessment of the Mid-Rise Guidelines developed by Brooke-McIlroy Planning, dated May 2010.

  1. Important stakeholders were not represented in the consultation process to develop the revised Mid-Rise Guidelines.
    • The process appeared to rely on input/guidance from the development industry to generate a final report and recommendations including draft revised performance standards.
    • There was no similar opportunity for input from residents including those living in the immediately abutting lands and other affected areas
    • The public is now being asked to comment on what appears to be a “done deal”.

Proposal for 589-595 Eglinton Ave. E.

589-595 Eglinton Avenue East and 61-67 Mann Avenue

This application proposes a 35-storey (124.75 metres to top of mechanical penthouse) residential building with 26,074 square metres of residential gross floor area for a total of 442 units, and 621 square metres of ground floor retail fronting onto Eglinton Avenue East just west of Bayview Avenue. The development would have a total gross floor area of 26,695 square metres with an FSI of 13.47.

The Leaside Residents Association (LRA) has reviewed the City’s Appeal Report and strongly supports staff’s recommendation that “City Council instruct the City Solicitor with appropriate City staff to attend the OLT hearing and oppose the application in its current form and to continue discussions with the Applicant to resolve outstanding issues”.

Updating Toronto’s long-term financial plan

On behalf of our member resident associations, we applaud the steps being taken to deal with the fiscal crisis facing the City of Toronto.

We have attached comments on the measures proposed by staff and the additional recommendations added by the Executive Committee that are before you. We support ;many of the recommendations, but not all.

We strongly support asking the provincial government to provide a greater share of funding of social service programs which it mandates. We especially underline the need for both federal and provincial governments to provide greater financial support for social housing and public transit.

Zoning by-law simplification and modernization for low-rise residential zones

FoNTRA supports the objectives of the Housing Action Plan and looks forward to participating in the upcoming consultations related to implementation of the objectives of “simplification”, “harmonization” and “modernization”.

The report notes that “A key objective of the Plan is that new development be sensitive, gradual and “fit” the existing physical character to respect and reinforce the general physical patterns in Neighbourhoods.”

We agree that this must remain the overriding objective for the consultation process, which is to begin shortly. All neighbourhoods are not all alike and their differences are important in making our City a great place to live.

Planning for an e-scooter pilot

This item concerns a letter from Councillor Saxe which recommends that:

Infrastructure and Environment Committee direct the General Manager, Transportation Services, in consultation with the Toronto Parking Authority, the Executive Director, Environment and Climate, other relevant divisions, agencies, boards and commissions and key stakeholders including the Accessibility Advisory Committee, to report back to the February 2024 meeting of Infrastructure and Environment Committee on a Micro mobility Strategy as part of a comprehensive “Active Transportation Network” for the City of Toronto.

Infrastructure and Environment Committee request that the report include recommendations concerning a possible E-Scooter Rental Pilot Project with the following characteristics (list provided):

New multiplex housing on High Park Avenue

Defer multiplex decisions until after mayoral election

FoNTRA supports intensification. It sees it as necessary for the city. On the other hand, it wants to be sure that, as the city intensifies, it does it well. It is crucial that Toronto remain green, and, given climate change, that it become greener. And it is important to build an attractive city. The new multiplexes should fit in well with their neighbourhoods. Some neighbourhoods already have duplexes, triplexes, and four-plexes, and often they harmonize with their surroundings. We can look to them for models for building well.

FoNTRA supports staff report on redevelopment of Ontario Place

The staff report provides an excellent overview of the complex considerations that must be given to the review of the Province’s planning applications that, if approved, would result in significant changes to this area, that is of provincial, not just local importance. It notes that there are a number of changes proposed which do not comply with City Planning objectives and many concerns issues particularly about the Province’s proposals for the West Island.

Opposition to strong mayor legislation grows

Opposition to Ontario Bill 39, Better Municipal Governance Act, 2022, giving the Toronto’s John Tory “strong mayor” powers continues to grow. FoNTRA wrote a letter to Mayor John Tory on November 23, 2022 expressing strong objections to what is widely seen as an anti-democratic move by the provincial government. It was followed by another letter on November 28, urging the mayor to call an emergency session of council to discuss the matter; he refused, despite calls from many of his own councillors to do so. On December 6, fifteen of the 25 city councillors sent a joint letter to Premier Doug Ford and Municipal Affairs Minister Steve Clark, urging a halt to the legislation.

FoNTRA’s objections to proposed Greenbelt changes

The Federation of North Toronto Residents Associations, representing over 30 residents associations in Toronto, submits the following objections on proposed changes to the Greenbelt Plan that would remove or re-designate 15 parcels of land, and add lands in the Paris Galt Moraine area.

Our submission is based on the following points.

1. There is no proven need for this additional land for development.

The government’s Ontario Housing Affordability Task Force stated that: “a shortage of land isn’t the cause of the problem. Land is available, both inside the existing built-up areas and on undeveloped land outside greenbelts.”

New Electoral Map

The Federal Electoral Boundaries Commission for Ontario has proposed a new electoral map for consideration at public hearings this fall. This map introduces changes to Ontario’s federal electoral district boundaries and has been developed through an independent and non-partisan process.

The electoral boundaries for many Toronto ridings will change significantly, in some cases splitting neighbourhoods into two or more different electoral districts. This will potentially affect ALL levels of government, as the provincial boundaries and the municipal ward boundaries are currently the same as the federal ones since the number of Toronto wards was reduced to 25 in 2018.

‘Strong Mayor’ legislation weak law that won’t solve city’s problems

And at a fundamental level, how does a “strong mayor” address the key problem facing the City of Toronto — its increasing financial problems?

The Ford government has introduced legislation that would give “strong mayor” powers to — initially — the mayors of Toronto and Ottawa. This out-of-the-blue announcement, (there was no mention of this during the provincial election) was warmly received by Mayor John Tory of Toronto, and perhaps less warmly by Mayor Jim Watson of Ottawa.

Do we need a strong Mayor or a City with increased powers?

Following a “leak”, Premier Doug Ford recently confirmed that the Mayors of the City of Toronto and the City of Ottawa would be given “strong mayor” powers by his newly re-elected government. This announcement, coming “out of the blue” (there was no mention of this as a promise during the Premier’s recent election campaign) is little more than an idea until the necessary legislation is introduced into the Legislature. Until then we don’t know the details of the “strong mayor” proposal.

EHON Multiplex Study: Draft Official Plan Amendment

The EHON initiatives represent a significant rethinking of the built form and density of Toronto’s neighbourhoods. Neighbourhoods have been central to Toronto’s identity (“The City of Neighbourhoods”) and it is critical that significant changes to planning policies for Neighbourhoods be carefully planned and implemented.

In response to City Planning’s request for comments, we have provided detailed analysis of the draft OPA, including several recommendations (see Attachment 1). In addition, a number of questions have arisen that require clarification and further discussion. We acknowledge that our analysis and comments have benefitted from the advice of Terry Mills (ARRIS Strategy) (see Attachment 2): In addition, we have made several suggestions below, both substantive, and process-wise, as to how to proceed.

Subject: Request that you pause federal funding for the YNSE until a deal is made public

Dear Prime Minister,

On behalf of the resident and ratepayer groups in York Region and elsewhere in the GTA, listed below, I respectfully request that your government pause payment to the Government of Ontario of your government’s 40% portion of funding for the Yonge North Subway Extension (YNSE) until such time that the Government of Ontario makes public the details of a financial deal it made sometime in 2021-2022 with the owner of lands on either side of Highway 407 at Yonge Street, and until such time that the Government of Ontario meets all conditions and guarantees for funding set forth by your government.

Exploring Municipal Solutions to the Housing Crisis in Toronto

This is express our strong support for the Motion which requests City Staff to undertake a comprehensive study of the Toronto housing market from a municipal perspective to inform actions that City Council can take to support residents in finding an affordable home that suits their needs.

It’s time to free Toronto from the Ontario Land Tribunal

This is to express our qualified support for the Motion:

  • that City Council request the Province of Ontario to dissolve the Ontario Land Tribunal and replace it with a true appeals body that only grants hearings based on an error in law or procedure.

We set our qualifications below.

The Ontario Land Tribunal is an unelected, unaccountable quasi-judicial body that has the “final say” over planning matters in Toronto and across Ontario.

The current Provincial government has (1) amalgamated the former five separate tribunals into one – the Ontario Land Tribunal (OLT) and (2) given it “final say” powers, reversing the advisory (to municipalities) powers given to the Local Planning Appeal Tribunal (LPAT) by the previous government. And procedural changes have reduced the involvement of participants in the hearings.

As a result it appears that the OLT is more politicized, more distant from the concerns of regular people, and less knowledgeable of land use planning than ever.
