Secondary Plan
Dear Mayor and Councillors:
This is to express the concern of the Federation of North Toronto Residents’ Associations
(FoNTRA) regarding the Community Council recommendation to City Council that the above
noted plan be approved in its current form.
The Mimico waterfront and back shore lands are a unique asset to the whole city, with views
of downtown that are not replicated anywhere else. Surely we have learned by now that the
Toronto waterfront needs to be treated in the context of the city as a whole, and planning
needs to be well-done, and not result in lines of tall towers along the waterfront. Despite
years of planning effort, it is evident that there is still little confidence on the part of residents
that the Secondary Plan serves the public interest.
Waterfront Toronto has proved itself as a capable planner and manager of the central
waterfront resources, and we would suggest an independent design review be conducted
through Waterfront Toronto. The focus should be on reducing heights and densities that may
set dangerous precedents for all Toronto neighbourhoods.
Thank you for the opportunity to provide these comments; we hope that Council will give the
Plan a sober second look.
